In the next issue of Windows10, it is clear that formatting is omitted from the text and is standard as a plain text paste function. Once pasted into the notepad and copied again, this barren habit is expected to disappear.
This has been confirmed in the Build21318 (RS_PRERELEASE) of "Windows10Insider Preview" made public a few days ago. [Ctrl] + [V] has the same format as before, but omits font, color, size and other formats to paste after calling the clipboard resume with [Windows] + [V].
